required - Make a cell mandatory if another cell is between two values -

i want make cell mandatory if cell between 2 values.

i inputting group of data table @ once. make user must input explanation if column has value between 2 values. if column h >0, or <55 user must input reasoning column p. user can't close file unless input information.
